The recent publication of the data from the 2001 national census makes it possible to compare social conditions before and after the decade of convertibility on grounds other than the income and employment data available biannually through the Household Survey. The general picture is one of some very tangible social progress taking place during the 1990s. Progress is very clear in aspects related to household infrastructure. Dwellings with a density of more than 3 persons per room decreased from 7.1 per cent to 4.8 per cent. The percentage of homes with access to sewage systems rose from 34.3 per cent in the 1991 census to 42.5 ten years later. The number of dwellings connected to the water supply network increased from 59.7 per cent to 69.3 per cent during the 1990s. Not surprisingly given those improvements in hygiene, child mortality per 1,000 born alive fell from 25.6 to 16.3 between the two censuses.
